Community Leader

A dedicated community volunteer and civic leader, Conrad brings decades of experience across public service, business, engineering, and economic development to the Bellevue Police Foundation Board. Having served as Councilmember, Deputy Mayor, and Mayor for the City of Bellevue, Conrad has a longstanding commitment to strengthening community partnerships and supporting public safety initiatives.

Professionally, Conrad has held leadership roles across both public and private sectors, including Regional Administrator for Region 10 of the U.S. Small Business Administration, Senior Engineer at Boeing, Program Manager for the City of Seattle’s Solid Waste Utility, Project Manager at METRO, Investment Advisor at Dean Witter, and International Trade Consultant. Additional experience includes real estate investment and management.

Conrad holds an MBA from the University of Washington and a Bachelor of Science in Electrical Engineering from the University of Michigan.

Conrad was born in Kunming, China where Flying Tigers, volunteer Air Force from U.S. were stationed during WWII. His widow mother brought his sister and him to Hong Kong to escape from the Communist take-over. Conrad came to the U.S. for college to seek the American Dream. Conrad says, “I found my country and HOME.”
